I have an older version of this technology - a 40 watt larger flat panel heater - mounted in my chicken coop. I've had it for a few winters now, and I only turn it on at night when the temps are forecast to go below -15 and turn it off again in the morning. It doesn't warm the coop significantly but does take the edge off and makes it more bearable for the hens, especially the older ones. I plan to use this new one the same way for the quail house.
