I have used this setup for 2 years. I use 25 W bulbs and switch them out for 40W when it is really cold (lower than -15 in the barn). I put small black rubber dishes on top of the concrete block/tiles as I found the fountains I use in the summer still freeze. I am very careful to ensure no shavings can get into the cement block.
