I guess there are pros and cons to this....everyone has different opinions depending what side of the fence your on.

Muffin...i walk down into my bushland here.there are maple trees that were here before confederation...i shudder to think just how old they really are..people look at trees and see dollars or even a nuisance...my mind cannot even go there...in that article there was a comment of a development with mature trees...???????????????

Well I will stick my face in here.
We run a small "Tree Service" company in Pickering.
Ajax, Pickering & Oshawa are pretty lenient about cutting down trees UNLESS you are in a GREEN area.
( Environmentally Sensitive Area for vegetation, water or animals )
Everyone operating a legit business "Knows" they Need approval / permit to remove in certain areas.
Scarborough & East York are much tougher to get approval.
Toronto is known to be Extremely hard to obtain permits.
Trees are needed to provide shade & cut down on Smog days for those with breathing problems.
"YES" it's a pain in the butt if you want to build & can't get a permit.
"YES" there is & should be a fine for ignoring the rules.
.....BUT....no one is Forcing you to build in Toronto!
There are many smaller cities where permits are easy to get.
This developer wanted to build in a super expensive area in the Big city of Toronto
He Knew enough to get permits for building the swanky houses.
He knew for sure he needed a permit to cut down the trees.
The motivation was strictly $$$$
He CHOSE to IGNORE the same rules the rest of us have to abide by in the TREE business.
We Always check the Green area map before taking down a tree.
I do NOT feel an ounce of sympathy for him.
A BIG penalty is needed to Discourage others for doing the same thing.
You do the crime, you should do the time.
OK I will shut up now - ha ha ha ha - AS IF!!!!!
