Some American cities (Seattle) allow chickens, i think Vancouver does as well: a common variant to the rule is 5 pets max: including dogs, cats, chickens in that 5.
The real problem is that folks have a romantic notion of keeping their "pets" but when they get tired of them (or they stop laying) they drop them off at Humane Society/ SPCA then they're stuck with them. Many are "no kill" shelters so they complain back to city hall. And then the city also institute rules that you're "not allowed" to "process" an animal at your residence so its a freakin catch 22.

First time, Nepean got swallowed by Ottawa, out "township" bylaws changed to city bylaws and in one felt swoop our acre of land became a City lot!!!!
.....so we moved....
In to a Township of Huntley, which got amalgamated in to really big township of West Carleton, which in a latest big city gulp, got swallowed by City of Ottawa.
SOOOO 35 years later, without moving an inch we are back in Ottawa!!!! Annoying doesn't begin to describe it!
Interestingly one of the Universities is able to keep pigeons, not sure if they do.

It's not going to affect me Gill, because we are on 10 acres and this time I would fight City hall! :)
