It is on top of upper vent area

Is it an infection of the preen gland? Can't really tell what's what.

Also it is below her tail not above

She’s a young hen and hasn’t started to lay yet

If its not an infected oil gland then its likely a tumour. Is it hard or does it feel like solid tissue? Or does it feel like a water balloon inside?
