Poor boy, I think you are stuck with him for a while, maybe its a sign you are supposed to keep him.

Oddly enough, our dog looks exactly like that, all the fur on his sides came off in large chunks and now he looks mildly disreputable

I know...my partridge girl is molting as well,not nearly as bad and she is she laying every day...go figure.....lol
