Is Prednisone available OTC

The antibiotics have been administered in full. No difference in the nose bleeds with the dog.
Unfortunately the Vet feels that surgery would be required to find a solution, thinking it is likely a dental infection or tumour.
Surgery isn't an option for us unfortunately.
After reading the internet I was thinking of trying Ivermectin to rule out a parasite...ie Nose mites etc.
Has anyone given their dogs the Sheep Drench solution of Ivermectin?
