I use spent chopped straw bedding from the coop in the fall after the fall season coop cleanout for mulch, and top it with the bagged chopped straw as needed in the spring. I did this for the first time last year, and it worked well: Composting in place, ready for spring planting. I used a straw bale one year and had no issues, but the next year I got my straw from a different source and had the same problem as you did, @Happy . I also tried grass clippings one year with mixed results, so now I add it to the compost pile instead.

I put mulch on the garden, the chickens loved it and would be out there first thing scraping it all off to look for lovely bugs. Had a horrible garden that year, nothing had bugs though but they did have big holes in everything. Wonder who did that? I don't mulch the garden anymore, and I try to fence off the more tasty items. This has worked so far.

@kenya , yes, you're right - chickens love mulch!
I did forget to mention that my veggie garden is in raised beds and each bed is surrounded by plastic garden fencing. I just open up the fencing whenever I need to access the bed, then close it up again. A bit more effort than an unfenced garden, but worth it to me. This year I am adding a floating row cover to the area where cabbage and brussels sprouts are planted, in an effort to minimize cabbage moth damage. That's on the agenda for this afternoon. I really hope it works because I've never been able to grow cabbage successfully, and I really like sauerkraut.

Garden permaculture adventure continues...
finally established that the raspberry shoots I got from a friend in 2020 are of the EVERbearing variety, are growing in leaps and bounds !!

Raspberries, cherry tomatoes, Boston lettuce, mixed mesclun and Swiss chard,
carrots should get lifted soon and the parsnip has reached such heroic proportions, I am afraid to look at the large ones now....

Gorgeous raspberries! Ours did nothing this year. I was thankful that friends of ours came over with 2 large yogourt containers full of black raspberries. And they kept bringing some until all were picked. Years ago the birds dropped the seeds, and the rest is history with their large patch of berries.
