I don't hill either and plant directly under mulch, just press them in a bit.
It's a system I learned in the seventies, it just required fairly deep mulch, which means no weeds.
The potatoes still end up about 6-8 inches deep, absolutely best tool is a potato pitch fork, round ends on the tines avoid damaged potatoes, I now use it for weeding too, best tool ever.

Ours are still green, and I harvest when the tops lay down, they go really fast after that and once the top disappears, its hard to find the potatoes, although now that everybody is talking potatoes, I might go and sneak few from the side, just to test

The tops on mine haven't dried up yet, going to dig up a clump just to see where they are at and have a few for supper. Mmmmm
AI, never mound them up anymore, heck of a lot of work for the same results if I just dig a decent hole and plop them in.
