I still haven’t got a video of this guy lifting his foot. He does seem to be doing it less and he does it more when I have them outside and he’s excited. And it hasn’t been nice enough to really take them out. His wing is still screwed up. I’ve seen chicks wings start out like this and fix themselves but in this ones case it seems that he holds his wing high on his body and at an odd angle.

I know it's odd. I really feel like it's his belly. I can't capture it in a picture but where his leg rubs on his belly there's a purplish bulge. It's soft and moves and seems like a hernia. When he gets outside where he wants to run that leg suddenly goes spastic and he turns clumsy. Hopefully it warms up a bit in the next few days and I can get a video...or even better it improves and disappears.

Ok very strange thing. This chick has favoured its right leg/foot ever since I first noticed that something was off. I know that because it was the same side as his wing. Now he’s favouring his left leg. The hernia looking thing on his belly is gone. I’ve checked both legs and feet for hairs wrapped around or any sores or bruises. Nothing. Any ideas?

The fact that there was a bulge that is now suddenly gone, points to hernia. It's pretty common for young animals of any sort to have "unfinished spots" that herniate but then spontaneously resolve. As for favouring the other leg though, I'm at a loss, but if I had to guess, maybe he tweaked it a bit because he was walking funny before?

Just to close the loop on this should anyone look it up in the future-this chick is 4 weeks old now and walks fine although seems a tad knock-knee’d. No limp or lifting his foot or favouring either side. His wing issue seems to be resolving as well and I think that when he moults and gets his adult feathers it may not even be noticeable.

The tweedles ended up being one of each sex. Their new names are Jethro and Ellie-May. Jethro is a very promising looking full bodied and feathered cockerel and Ellie-May has a bit of Barred rock in her (she’s got a crazy big tail).
Jethro will be looking for a coop of his own soon if anyone is interested. He is son of Liza who had favourable comments in the on-line show.
