Anybody know how I can downsize & tell pixel size of my photos on iPhone for avatar?

I was just looking at my wifes ipad. I don't see a way to resize in the native app. Probably need a photo editing app.

I tried to ad my avatar, I think it is small enough, but I click the submit and nothing happens?
