Make sure he doesn't get sunburn. I had to put a hen in a saddle once because she was an early moulter and got burnt.

if you wanted you could try force molting him.
Place him in a dark area example garage or barn corner with no light.
Take food away for a day or two but leave water.
Keep him in the dark for a week. then back to the light and normal routine.
That will stress him enough to initiate the moulting.
