Yeah, they say masks here only because with the shields there is potential for droplets to escape out from under, so if it's worn alone it's not as effective as a mask. I have seen the use of face shields in addition to face masks, or where there is already one physical barrier present (such as plexi glass walls), or when it is possible to adhere to physical distancing protocol. Still, I think that if that's all you have or what you have, it's better than nothing.
I had to pick up an order from Princess Auto this morning, and I witnessed a customer arguing with the Greeter because he didn't wnat to wear a mask. The Greeter prevailed, because I guess his need to shop outweighed stubbornness, selfishness and stupidity: she would not allow him in the store until he put on the disposable mask she provided him. Personally, I think he should have had to pay for the mask.

Simcoe County's mask law comes into effect on Monday.
Our employer has instructed us that face shields do not replace masks. They can be worn but only in conjunction with a face mask. Once the decision was made about mandatory face coverings I noticed an immediate increase in the number of people wearing them. I've been wearing one every day for 8 hours for almost 2 months. It's really not that bad. There's several staff where I work that are holding out until the last second. Really wrong thinking in my opinion but whatever.

Masks are for your nose and mouth, and the face shields are supposed to be additional protection on top of those, for your eyes, because your eyes have mucus membranes and theoretically the virus could enter your body that way.
It may seem excessive but there is a reason hospital workers wear both. That said, there is probably little to no reason to wear the face shield alone (ie. without a mask), because the spacing around it is insufficient to protect you from airborne virus.
