I watched this video, and wasn't sure whether these two were just kidding around (pun) or if it was a territorial dispute ...

Rooster doesn't know what the goat is doing, only that he wants it to stop. She's in danger of losing an eyeball.

Roosters only know fight, breed and eat. I have seen them play when I've let them out after a long winter for example but that is rare. They flap around in circles bouncing up and down, they don't attack something as "play" like that rooster is doing, he is serious.

yep goat is not serious. rooster is. just hope goat got the eyes closed....cause rooster could take an eye easily
