Day 18 and final candling

This is Day 18 of egg incubation. When candling the eggs, I found that the air sacs in most of the eggs remained unchanged from Day 14. The humidity has not gone above 58%. This has me very worried. The only thing I have done is opened the one top air vent on the incubator. What do I do now?

If the air sacs are too small I would not put any water in from now until the start of day 20.

Thanks. But because I had already added more water, not overly though, I opened the air vent and will keep checking.
