Also incubator problems can cause it as well.

Dremil tool would probably work better but I don't know how you will get the bird to hold still and apply the pressure for it to work.
Dont put the chicken in the vise, it never turns out well.
Thank you for the fine advice everyone. This turned out pretty well, at least much better than the hatchet job I had been ready for. And haha, vice! She got quite calm after I carried her upside down by the legs across the yard (I figured out of hearing of the other chickens so they wouldn't be stressed too by the squawking). Surprisingly there was no squawking, and I was able to hold her on her back with one hand (mostly holding her neck, with my forearm pinning her body), and clip with the other hand, and she wiggled less than expected too. I used side-cutting pliers, did one straight-across cut for the very hooked part of the point of the beak, and then two angle cuts to try to match the lower beak. The lower beak was quite wiggly left to right so there was no terribly clear position of where its "correct" alignment was but I just sort of wiggled it and guessed the middle position of its range of motion and trimmed the upper beak to that. Also the beak was softer and not as splintery as I had feared, it cut quite easily.

I dipped the beak in salt as advised by @Farrier1987. It bled about 8 or 10 drips (since I was again carrying by the feet) by the time I got back to the back of the yard. She seemed a little out of sorts, skitterish, for a half a day, hanging out under the coop, and not ranging around with the rest of the group. But after that she seemed pretty happy and normal.

Thank you everyone!

Yes I'm sure it hurt but it's better for her in the end.
